Before Construction Begins: The client must notify the Regulator at least two days before commencing construction.

After Work Commences: The Principal Contractor (PC) has five days from the start of work to confirm with the Regulator that construction has begun as scheduled.


2. Mandatory Occurrence Reporting (MOR)

Proactive Issue Management: Any on-site incidents, safety concerns, or unforeseen issues must be reported through MOR. This ensures that no potential problem goes unnoticed and is promptly addressed.


3. Change Control Plan

Effective Change Management: Changes during construction are inevitable, but they must be managed carefully. The change control plan is designed to assist with this process, and certain modifications may require Regulator approval, which could take up to six weeks.

Handling Different Types of Changes:

  • Major Changes: These are significant alterations that affect your building control approval. Approval from the Regulator is required before proceeding with any major changes.
  • Notifiable Changes: These may impact compliance but are less extensive. Simply notify the Regulator to proceed.
  • Regular Changes: Routine changes need only be documented in the change control plan.
  • Regulator’s Discretion: The Regulator has the authority to reclassify any change, so it is important to keep them informed at all times.


4. Project Commencement

15% Completion Notice: When your project reaches 15% completion (excluding preliminary work), it is crucial to notify the Regulator. This milestone ensures that the Regulator is kept informed of your progress.


5. Compliance Visits

Scheduled Inspections: To verify that construction is proceeding according to the approved plans, compliance visits are necessary. These may involve:

  • Principal Designer: Visits as required to ensure the project remains on track.
  • Designers and Engineers: Inspections may be requested to review specific elements.
  • The Regulator: Regular visits to ensure alignment with approved plans and regulatory compliance.
