Applicability: This phase applies to High-Risk Buildings (HRBs), defined as structures exceeding 18 metres in height, consisting of seven or more storeys, or housing multiple residential units.

Key Requirements:

  • Fire Statement: A thorough fire safety strategy for the building.
  • Planning Application: Must be submitted with specific attention to fire safety.
  • Consultation Document: Proof of consultation with local fire and rescue services.
  • Oversight Bodies: The Health and Safety Executive (HSE) and local planning authorities (LPA) closely oversee this phase.


Gateway 2: Pre-Construction Safety Assurance

As the project advances, Gateway 2 must be cleared before construction begins.

Requirements: A Building Control Application must be submitted to the Building Safety Regulator (BSR) to confirm that the design complies with all necessary safety regulations.

Essential Documentation:

  • Competence Declaration: Verification that the project team possesses the requisite qualifications and expertise.
  • Building Regulations Compliance Statement: Evidence that all regulatory safety standards have been met.
  • Fire and Emergency File (FEF): A comprehensive fire safety dossier.
  • Construction Control Plan (CCP): A detailed plan outlining the safe management of construction activities.

Additional Provisions: A Change Control Plan must be maintained, and compliance with Mandatory Occurrence Reporting (MOR) protocols is required to address any unforeseen issues that may arise during construction.


Gateway 3: Final Safety Certification

Upon the completion of construction, Gateway 3 ensures that all requisite safety measures are fully implemented prior to occupancy.

Final Requirements:

  • Final Declaration: A formal confirmation that the project complies with all relevant regulations.
  • Change Control Plan: Documentation of any modifications made during the construction process.
  • Mandatory Occurrence Reports (MOR): Submission of reports on any significant issues encountered.
  • Fire and Emergency File (FEF): Updated to reflect the final state of the building.
  • As-Builts: Complete and accurate architectural drawings of the finished structure.

Final Approval: Once the Building Safety Regulator (BSR) issues a Completion Certificate, the building will be deemed fit for occupancy.
